PROBLEM TO BE SOLVED: To provide a fixing device that prevents the end faces of a rubber layer fixedly formed on the peripheral face of a rigid core roll and rubber layers in the vicinity of the end faces from peeling from the peripheral face of the rigid core roll, that can be processed simply, is free from factors which makes a production method unsteady, and can be produced at low cost, and to provide an image forming apparatus. SOLUTION: The fixing device includes: a fixing rubber roll having the rubber layer 52 on the peripheral face of the rigid core roll 51 which has small diameter parts 51b formed continuing from both ends of the large diameter part 51a; and a rotary support part 56 which rotatably supports the fixing rubber roll. In the fixing device, the rubber layer is continuously fixed to the peripheral face of the large diameter part, sides 51c formed continuing from the large diameter part 51a to the small diameter parts 51b, and to parts of the peripheral faces of the small diameter parts 51b.
