PROBLEM TO BE SOLVED: To provide a motion vector detecting apparatus capable of reducing the power consumption.

SOLUTION: The motion vector detecting apparatus is provided with: a reduced frame generating unit 1 for generating a reduced coded frame resulting from reducing a coded frame and a reduced reference frame resulting from reducing a reference frame for detecting a motion vector of the coded block; a reduced motion vector detection unit 2 for detecting the reduced motion vector of the reduced coded block included in the reduced coded frame generated by the reduced frame generating unit 1 on the basis of pixel data existing in a first reduction reference area included in the reduced reference frame generated by the reduced frame generating unit 1; and a motion vector detection unit 3 for detecting the motion vector of the coded block on the basis of the reduced motion vector detected by the reduced motion vector detection unit 2.
