PURPOSE: A control device for automatically lighting and blinking an emergency lamp of a vehicle and a method thereof are provided to improve the convenience and the safety of the vehicle by automatically lighting or blinking the emergency lamp without using a brake switch according to the state of the vehicle. CONSTITUTION: A control device for automatically lighting or blinking comprises a speed detecting unit(100) detecting the travel speed of the vehicle; an emergency lamp switch(110) manually turning on and off an emergency lamp(150) of the vehicle; an ECU(Electronic Control Unit,120) automatically turning on the emergency lamp in case of the deceleration rate of the measured speed from the speed detecting unit to be over the reference value in the automatic mode by turning off the emergency lamp switch, and automatically blinking the emergency lamp in case of the measured speed or the acceleration rate to be less than the reference value and in passing over the predetermined time; a timer(130); and a flasher unit(140) controlling the lighting period of the emergency lamp by the ECU.
