PROBLEM TO BE SOLVED: To provide a greening panel with an easy structure enabling not only bringing the panel itself into an ornamental article like a wall ornament but constructing a fence and a vertical planar structure monument when using a support frame and also performing vegetation on the wall of a building, the surface of a bridge pier or the vertical surface of a retaining wall. SOLUTION: This greening panel is composed of a panel frame 10 forming a work opening enabling planting at least a pot seedling at least on a front face, a bag-like mat material 20A arranged and supported just in the inside of the panel frame 10, enabling cut open work from the outside of the work opening 13 and having water absorption properties and restoring force, and a vegetation base material 30 for raising a vegetation plant P, filled in the inside of the bag-like mat material 20A or a three-dimensional netlike mat filled with the base material.
