PROBLEM TO BE SOLVED: To provide an operation system enabling a user to surely conduct operations such as map scrolling of a navigator and input of characters by a dial switch with a push (decision) function and a direction button for directing advance/reverse, and to provide a screen display method realizing easily comprehensible display and a scroll switch. SOLUTION: A scrolling direction is inputted by a dial switch 13, and then the screen is scrolled by inputting advance/reverse in the direction by an advance switch 11 and a reverse switch 12 which are independent of the dial switch 13, and then the decision operation is performed by pushing the dial switch 13.
