PROBLEM TO BE SOLVED: To lengthen a carry; and to enhance controllability of throwing by allowing the throwing to an objective place in a state of folding up or rounding a mat. SOLUTION: A water absorptive expandable tube is installed along the outer peripheral edge of the oil adsorbing mat. Thus, the mat is rounded in an unspecified shape, and can be thrown by binding by a water soluble binding material. The mat can be thrown to a further distant place more than a conventional mat, and the throwing direction and a throwing distance can be precisely controlled. Since the binding material for binding the oil adsorbing mat is water soluble, binding is quickly released after landing on the water, and as a result of expanding a water expandable tube installed along the outer peripheral edge of the oil adsorbing mat by absorbing water, the oil adsorbing mat is quickly and flatly restored, and can start adsorption of oil.
