PROBLEM TO BE SOLVED: To provide a device for effectively and economically manufacturing a bag-shaped plastic card container which is convenient to use and excellent in handleability and is less likely to deteriorate in the commodity value. SOLUTION: This card container is constituted of a roughly rectangular bag shaped container formed of two layers of plastic sheets with three edges connected, leaving one edge for opening. The card container is provided with at lease one constitution of either the notch part is formed on the lateral side of the flap provided on the front side of the opening, or on the middle part away from both lateral ends of the rear side edge of the opening. The manufacturing device has a vertically folding sheet material supply section for forming a projected fold in the longitudinal direction near the center of the long plastic sheet, a dancer part for adjusting the supply speed of the sheet material, and a bag body forming section for temporarily stopping supplying the sheet material when a specified value is reached in the supply length of the sheet material to melt the sheet material at a right angle to its longitudinal direction. The device has, between the dancer and the bag body forming portions, an opening processing section for cutting/removing at least the front and rear position of the protrusion to leave protrusion near the center of the one side of sheet edge being the bag body opening planned position of the sheet material.
