PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrostatic charge image developing toner by pulverizing/classifying many kinds of powder according to every production grade, recovering the final pulverized product and cleaning a pulverizing/classifying apparatus when the production grade is changed without polluting the working environment. SOLUTION: This pulverizing/classifying apparatus is provided with a feeder 1 of an object to be pulverized, a pulverizing/classifying machine having the first classifier 2 and a pneumatic pulverizer 3, the first cyclone (R) 4 for collecting the pulverized product obtained by the pulverizing/classifying machine, the second classifier 5 for classifying the product collected by the cyclone (R) 4 into the final pulverized and fine particles, the second cyclone (R) 7 and at least two bag filters 9, 10 for collecting the fine particles and a pulse backward flow unit 40 for changing a course of airflow-forming air in the apparatus. The apparatus is constituted so that the airflow-forming air going from the feeder 1 to the filters 9, 10 in the forward direction can be supplied and discharged to the outside through the filters 9, 10 and the airflow-forming air going from the filters 9, 10 to the feeder 1 in the backward direction can be supplied intermittently.
