PROBLEM TO BE SOLVED: To realize smooth traffic and provide various information to a user of a road by lighting control of multiple lighting means installed on the road. SOLUTION: When the occurrence of an accident or the like is detected by an abnormal condition detection part 1, a lighting control part 2 constructing a single or a plurality of lighting groups of a plurality of lighting lamps 3 selects a lighting group controlling lighting matching the abnormal condition detection result by the abnormal condition detection part 1 and performs lighting control for the selected lighting group. For example, by the lighting lamp 3 in front of an accident site, occurrence of the accident is informed by flashing, change of light quantity, or change of lighting color to raise attention of the following vehicle. In this way, the lighting lamp 3 can be functioned as a traffic signal, and the following vehicle is prevented from accident. The lighting lamps 3 are installed in a high position for good visibility and arranged at proper intervals, so that traffic control can be carried out finely.
