PURPOSE: A motion block detecting method and a method for tracking a moving object based on the method are provided to detect a motion block based on motion information to separate a foreground and a background from each other without having an additional device. CONSTITUTION: Difference information between a predetermined block of the current image and a block of a previous image, which corresponds to the block of the current image, is calculated(130). The different information between the blocks is compared to a reference value to judge whether the predetermined block of the current image is a motion block or not(140). When it is judged that the predetermined block of the current image is the motion block, it is judged whether the predetermined block of the current image is a motion block in consideration of blocks surrounding the predetermined block of the current image(150).
