PROBLEM TO BE SOLVED: To realize safe update of a program and data built in incorporating appliance. SOLUTION: In the incorporating appliance 401 having a CPU402 and an internal memory 404, an encoding program or data inputted from an external interface 408 or an external interface control device 409 is decoded in a decoding device 406 using a decoding key 407, and the decoded program or data is stored in an internal memory 404 via an internal bus 405 and an internal memory control device 403. Since the incorporating appliance receives only the encoded program or data with the above solution means, illegal modification is prevented, and regular update of the program can be assigned to a user by providing a safe updating means.
