<p><P>PROBLEM TO BE SOLVED: To obtain regenerated aggregate with a high quality by preventing its deterioration caused by heating at regeneration. <P>SOLUTION: Waste concrete which is fed and heated in a waste-material dryer is subsequently fed into a new-material dryer 11 and stirred therein with an abrading and rubbing medium also fed therein to separate a cement paste from the aggregate for concrete.
