PROBLEM TO BE SOLVED: To provide a control surface driving device for an airplane which can fly comparatively safely even if biting-in of foreign matter etc. is generated. SOLUTION: When foreign matter etc. is bitten between a movable cylinder 26 and a sleeve 36 and attached fast to cause this control surface driving device 17 to be in a failed condition, the axial direction movement restriction for the sleeve 36 is disengaged by drawing out a plunger 51 from a groove 52 stretching in the circumferential direction, and the movable cylinder 26 and the sleeve 36 are made movable freely in the axial direction. As a result, the control surface of the airplane is made swingable freely, and in this condition, maneuvering the airplane is easier than in case where the control surface is fixed to a certain swinging position, so that it is made practicable for the airplane to fly comparatively safely.
