PROBLEM TO BE SOLVED: To provide a communication system which can prevent the occurrence of a congestion state of wired lines and radio lines when the disaster or the like and which can simply execute the input of the safety information and the confirmation of the safety information. SOLUTION: The communication system is constituted as follows. The safety information is inputted in a prescribed format from a mobile telephone 10. The telephone station 11 receives the safety information in the format transmitted from the mobile telephone. It registers and manages the safety information by making it to associate with a telephone number. The telephone station 11 outputs it by designating the conversion to voice information or the conversion to a display format to respond to the inquiry of the safety information from a telephone 12 or a personal computer 13. By this, the following problem can be solved. The communication system is flooded with the communication requests for confirming the safety from fixed telephones and the mobile telephones and the communication requests for informing the safety information during the disaster. As a result, the wired lines and the radio lines become in a congestion state caused by the communication requests exceeding the limited telephone lines. The communication system ceases to function.
