PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image viewing apparatus, and an image communication system capable of reliably recognizing changes in a captured image. SOLUTION: An image communication system 10 includes an image processing apparatus 20 and an image viewing apparatus 40 which are connected to the system 10 via a network 12. The image processing apparatus 20 includes: an image capture section 22 for periodically capturing an image; a first storage section 24 for storing reference image data; an image change detection section 26 for comparing the acquired image data being image data of an acquired image captured by the image capture section with the reference image data and detecting whether the captured image has changed by using the reference image for a reference; a second storage section 28 for storing the acquired image data on the condition that the occurrence of a change in the acquired image is detected; and a transmission section 30 for transmitting the acquired image data stored in the second storage section via the network 12.
