PROBLEM TO BE SOLVED: To provide a crime prevention shutter which is lightweight, simple, small, and easy to mount, and to provide a crime prevention shelter which is simple and expandable. SOLUTION: The shutter is formed of a coil spring a as a structure and face plates b, c covering surfaces which are produced by windings, and constructed by compressing the spring, fixing the compressed spring by a joint device g and a joint member h arranged on reaction plates (d, f) on both ends of the spring, and housing the spring together with the surface plates. In an emergency, joint portions are released, and the surface plates are extended by a spring force to block an opening of the building. To prevent invasion from an opening formed due to deflection of the spring caused by a force from the side, which is a weakness of the shutter, the surface plate c is formed of a net with a tackifier. Further the spring is concentrically doubly arranged in internal and external layers, and the inside of the inner spring winding is protected from a threat such as a crime outside the external spring winding.
