PROBLEM TO BE SOLVED: To provide an apparatus for producing a paper containing reversed thread in a paper layer and having forgery-preventing effect at low cost. SOLUTION: The apparatus for producing the paper is equipped with a Fourdrinier machine 2, a thread feeder 6 and a thread guide pipe 8 for inserting a thread 17 fed from the thread feeder 6 into paper stock slurry 7 on a papermaking wire 3 of the Fourdrinier machine 2, and the thread feeder 6 forms a thread 18 reversed in the paper layer 39 by feeding out the thread 17 while mechanically twisting the thread 17.
