<P>PROBLEM TO BE SOLVED: To prevent the occurrence of a transfer failure without lowering the productivity. <P>SOLUTION: A multiple rotation process for forming a solid white image is carried out in a state transfer material P is not conveyed. Transfer current I1 and I2 are detected regarding 2 standards when transfer bias Vtr' is Vtr'1 and the bias Vtr is Vtr'2 and the relationship between transfer bias Vtr' and transfer current I is calculated. When a signal for image formation start is received by an image forming apparatus, the transfer bias Vtr'1 is applied during a previous rotation process forming a solid white image without conveying the transfer material P and current 1I' is detected. On the basis of this result, interpolation calculation is carried out so that transfer current Itg is made to flow in order to calculate transfer bias Vtr'tg.
