PROBLEM TO BE SOLVED: To avoid performance degradation with respect to a host by deallocating component parts according to the frequency of occurrence of failures and the frequency of occurrence of response delays. SOLUTION: A failure point updating part 110 subtracts the points of a failure point storage part 100 upon failure. A point updating part 120 for the time when a reference value for processing time is exceeded subtracts the points of the failure point storage part 100 upon a response delay when command processing time exceeds the reference value without causing failure. An elapsed time point recovering part 130 adds the points of the failure point storage part 100 with the elapse of time. A point initializing part 140 restores the points of the failure point storage part 100 to an initial value when defective parts are replaced.
