PROBLEM TO BE SOLVED: To provide a radio wave absorption cover member which makes possible the fabrication of a high-frequency device which is low in height and never have the separation of a radio wave absorption layer due to heat by strongly attaching the radio wave absorption layer directly to the radio wave absorption cover member, and also to provide a high-frequency device. SOLUTION: The radio wave absorption cover member 1 has such a structure that, on one principal plane of the metal cover 2, a metal layer 3a containing one or more kind of Ti, Zr, and Hf, an oxide layer 3c of the metal layer 3a, and the radio wave absorption layer 3b which contains a magnetic material of 51 to 90 wt.% which is mainly made of an Ni-Fe alloy and glass of 10 to 49 wt.% whose softening point ranges between 250 and 500°, and which has a thickness between 200 and 500μm are stacked in this order.
