PURPOSE: Provided is a device for treating river waters by using a windmill and microorganisms which is able to treat the river water without using outer power an minimizes an operating cost. CONSTITUTION: The device comprises a power generating part(100) consisting of a tower(110) installed to use wind force at a certain altitude, a fan(120) and a shifting part(130) increasing the speed of the rotation of the fan at a certain rotating rate, a treated water supplying part(200) consisting of a chamber having a discharge pipe, a river water supplying pipe(220) supplying the river water and a re-supplying pipe(230) installed to re-supply the first treated water collected in the chamber by a pump connected to the shifting part, where many nozzles are respectively installed on the end part of the river water supplying pipe and the re-supplying pipe and a water treating part(300) consisting of an aerobic treating unit, where many air-exposed type biological membrane filters(310a) are vertically hung on a frame, and a gravity treating unit, where a hilly land(320a) is installed on the bottom side of the chamber to be able to be precipitated by the gravity.
