PROBLEM TO BE SOLVED: To provide a dry-type sound insulating double floor which effectively merges the characteristics and performance of a substrate structure of the dry-type sound insulating double floor with those of a directly stuck flooring, and is excellent in walking feeling, durability, and floor impact sound insulating performance, and to provide a flooring material for use therein. SOLUTION: The floor substrate of the double floor is formed by bearing a plurality of floor substrate panels 50 at a predetermined height level by a group of bearing legs 1 erected on a foundation floor 100 via elastic stands 10, respectively, and floor finish materials 52 are laid on the floor substrate, to thereby construct a floor structure. In the floor structure the floor finish material is formed of the flooring material of a laminate structure consisting of a woody floor material and a felt having a density of 0.15 to 0.2 g/cm<SP>3</SP>and a basis weight of 450 to 550 g/m<SP>2</SP>. In a preferred embodiment, the woody floor material has a number of grooves formed therein, and two adjacent sides out of four peripheral sides of the flooring material each have formed thereon an upside notched protrusion, i.e. an end face having its upside notched and its downside protruded, while the remaining two sides each have formed thereon a downside notched protrusion, i.e. an end face having its downside notched and its upside protruded.
