PROBLEM TO BE SOLVED: To facilitate coil insertion into a slot formed at the internal surface of a stator core. SOLUTION: Partition-cum-holding plates 33 of a winding tool holder 23 are inserted into the stator core 15. The partition-cum-holding plates 33 are provided at equal intervals in a plurality of pieces, and coil winding tools 21 wound with coils 19 are set between the partition-cum-holding plates 33 and the internal peripheral surface of the stator core 15. By inserting a pusher unit 39 inside the coil winding tools 21 in a state that blades 37 are set on internal peripheral sides of the coils 19, pressing fins 43 of the pusher unit 39 press the coils 19 via the blades 37, thus inserting the plurality of coils 19 into the slots 17 in a lump by single work.
