<P>PROBLEM TO BE SOLVED: To stop a load or a machine immediately as an abnormal condition by promptly detecting oscillation, vibration or the like in response to the load or the machine. <P>SOLUTION: A difference between an estimated speed from the model of the load and an actual speed is determined, and an ordinary difference is memorized in advance.
