PROBLEM TO BE SOLVED: To provide a charging rate prediction device for a secondary battery capable of accurately predicting a charging rate step SOC. SOLUTION: This device comprises a parameter predicting means 1 which performs adoptive digital filter calculation by using the battery model of a continuous time system shown in formula 1 and collectively predicts parameters corresponding to the coefficients of A(s), B(s), and C(s) by using the measured currents I and terminal voltages V, an open circuit voltage calculation means 2 calculating an open circuit voltage Vo by substituting the currents I, terminal voltages V, and the predicted parameters in the formula 1, and a charging rate predicting means 3 predicting a charging rate from a relation between the open circuit voltage Voand the charging rate step SOC by using the predicted open circuit voltage Vo. When a current is cut off, the measured current values and terminal voltage values tend to be easily affected by noise and a parameter predicting accuracy is deteriorated. To prevent this problem, when the current is cut off (when the absolute value of current is below a specified value), the predicted values of the parameters are held at the previous calculated values.
