PROBLEM TO BE SOLVED: To provide an in-vehicle device and an aboveground device, which enables the execution of a proper signal process even if chattering occurs. SOLUTION: The in-vehicle device includes a reception section 23, a first counter 27, a second counter 28, and a signal processing section 26. The first counter 27 clears a counted number on condition that a second judgement signal S4 is output, or that the second counter 28 has advanced its count when the count of a logic value '1' has reached a prescribed number. The second counter 28 clears a counted number on condition that a first judgement signal S3 is output, or that the first counter 27 has advanced its count when the count of a logic value '0' has reached a prescribed number.
