PROBLEM TO BE SOLVED: To provide a system multiplexing apparatus capable of reducing a multiplexing loss while preventing an overflow in an audio buffer. SOLUTION: A time zone start time calculating part 11 calculates a time zone to be set into VOBU in accordance with an audio bit rate. A time zone comparing part 12 compares the time to multiplex an audio pack with the time zone calculated by the time zone start time calculating part 11. A flag setting part 13 then decides whether or not to complete the audio pack in accordance with the result obtained by the time zone comparing part 12. Therefore, complete processing is performed before a VOBU boundary, a complete PCK is not generated just after the VOBU boundary, and occurrence of the buffer overflow can be prevented.
