PROBLEM TO BE SOLVED: To provide a bridge girder movement restricting device and a bridge girder movement restricting method for reducing a cost, and having sufficient earthquake resistant performance. SOLUTION: This bridge girder movement restricting device has a plurality of reinforcements 21 juxtaposed so that a plane arranging state becomes a substantially a circular shape and arranged so that the longitudinal direction becomes the vertical direction, an outside winding member 22 and an inside winding member 23 spirally wound along the outer periphery and the inner periphery of an area formed of the reinforcements 21. The lower end of the reinforcements 21 is embedded in a concrete upper part of a pier 81: the upper end of the reinforcements 21 is embedded in a concrete lower part of a bridge girder 82; the lower end of the outside winding member 22 and the inside winding member 23 is embedded in the concrete upper part of the pier 81; and the upper end of the outside winding member 22 and the inside winding member 23 is embedded in the concrete lower part of the bridge girder 82.
