<P>PROBLEM TO BE SOLVED: To form a color image excellent in color reproducibility by accurately measuring the color of each of color images without depending on the reflection factor of each color image and by correctly detecting the hue and density of the color image to be detected. <P>SOLUTION: When reflected light from the color image is detected by emitting light from a white LED 103, an amount of light beams is detected by photo diodes 101R, 101G, and 101B by changing color measurement conditions in accordance with reflection factors estimated by the forming conditions of the corresponding color images to be detected.
