PROBLEM TO BE SOLVED: To reduce the energy necessary for cooling, dehumidifying and reheating the air blown out into a room in adjusting the room temperature and humidity on the basis of a predetermined set temperature and humidity in an air conditioning system such as a clean room. SOLUTION: In this air conditioning control device for adjusting the room temperature or humidity of the clean room 1 on the basis of a range of the target temperature and humidity having the tolerance of a specific width, when the room temperature and humidity are within the range of target temperature and humidity, a control indication value of a controller 20 is changed to the room temperature and humidity, so that PID controllers 16, 17, 18 do not output the controlled variable, and do not control a cooling valve 13, a heating valve 14 and a humidifying valve 15. When the room temperature and humidity are outside of the range of target temperature and humidity, the control is performed by changing the control indication value corresponding to the deviation of the room temperature and humidity from the target temperature and humidity.
