PURPOSE: A gatekeeper having the function of temporarily registering an ID and relaying communication is provided to temporarily register an IP terminal with a user ID and allow the user to answer a call received to his/her own phone through the IP terminal installed in a third place. CONSTITUTION: A database(210) stores an IP conversion table. A control module(220) performs a process for temporarily registering the IP address information of an IP terminal registered by a user ID in a destination transfer IP address information field corresponding to a user ID information field of the IP conversion table and a process for converting into the destination transfer IP address information temporarily registered for the IP conversion table and a process for authenticating whether to permit in response to a call request. A communication module(230) performs data communication with IP terminals. An IP router module(240) designates a communication path of an IP address of a caller IP terminal and a callee IP address.
