METHOD AND DEVICE FOR CODING VARIABLE BIT RATE OF MOVING PICTURE, PARTICULARY IN RELATION TO APPROACHING A TARGET BIT AMOUNT

PURPOSE: A method and a device for coding VBR(Variable Bit Rate) of moving picture are provided to approach a target bit amount by determining quantization coefficient based on the remaining bit amount in a single-pass VBR manner. CONSTITUTION: A method for coding VBR(Variable Bit Rate) of moving picture includes the steps of calculating complexity by picture based on a bit amount of the former frame and quantization coefficient(410,420), calculating the remaining bit amount by picture in proportion to the calculated complexity by picture(430), calculating quantization coefficient of the present frame based on the calculated complexity by picture and the remaining bit amount by picture(440), and determining the final quantization coefficient by comparing the quantization coefficient of the present frame with the set minimum quantization coefficient(450).
