PROBLEM TO BE SOLVED: To allow common use of a tool holding device, whether the center deviation of a rotation axis such as a work machine outputting rotational drive force (including the case of manual driving) and the axis of a tool (such as a bolt or a nut rotated by the tool) occurs, so as to expand versatility and eliminate troubles (heighten workability). SOLUTION: The device has a working head 3 having the tool 7 at a tip end and a support shaft 4 connected to a root side of the working head 3. With respect to a connecting part of the working head 3 and the support shaft 4, when the working head 3 is plunged into a support shaft 4 side, the working head and the support shaft can be rotated together and fixed in an axial direction. When the working head 3 is pulled out of the support shaft 4 side by the predetermined quantity, the working head and the support shaft are rotated together, and a joint structure 5 making the working head 3 swingable is provided.
