PROBLEM TO BE SOLVED: To provide an image carrier which suppresses aggregation of conductive fine particles 2e and has the conductive fine particles 2e in a preferably independent and dispersed state. SOLUTION: The surface layer of the image carrier 2 where an electrostatic latent image is formed is formed as a charge injection layer 2c having conductive fine particles 2e independently dispersed in a dielectric resin 2b<SB>1</SB>of a dielectric layer 2b. The ionization potential of the conductive fine particles 2e is specified to≥7.0 eV. With the high ionization potential of the conductive fine particles, the conductive fine particles 2e are effectively dispersed in the dielectric resin 2b<SB>1</SB>and are improved in the independent dispersibility in the dielectric resin 2b<SB>1</SB>. This prevents production of large blocks due to aggregation of the conductive fine particles having charges injected, and makes possible for forming a favorable electrostatic latent image on the image carrier 2.
