PROBLEM TO BE SOLVED: To provide a method for manufacturing a developer which enable a developer having a uniform fine particle shape and a narrow particle size distribution to be obtained by highly dispersing a colorant in a developer to the level of primary particles, enable the developer to be continuously produced without opening or closing a reaction vessel at high production efficiency, and an apparatus therefor. SOLUTION: In the reaction vessel with at least a stirring mechanism and a dissolved component discharge mechanism for the method for manufacturing a developer in which a binder resin component is dissolved in a supercritical or subcritical fluid and mixed with a colorant component, the solubility of the binder resin component in the supercritical or subcritical fluid is lowered, and the binder resin component is deposited in a particle shape while dispersing the colorant component in the binder resin component, a developer material carrier comprising a mesh which prevents passage of a substance to be treated and permits passage of the supercritical or subcritical fluid is present.
