PROBLEM TO BE SOLVED: To suppress shocks caused by drastic fluctuations in change gear ratio when a flow rate control valve and a pressure control valve are provided in order to control the change gear ratio of a transmission and when functions of either of the control valves are dropped. SOLUTION: The controller for the transmission is so constituted that the change gear ratio of the transmission is controlled by controlling an oil amount in a hydraulic chamber with the flow rate control valve. It has the pressure control valve for controlling the change gear ratio by controlling the oil pressure in the hydraulic chamber and a torque capacity controller arranged in a power transmission route between the transmission and a driving force source. It is provided with a behavior judging means (steps S1, S4, and S11), which judges whether the behavior of a vehicle is changed above a prescribed value or not if the change gear ratio of the transmission is controlled with the flow rate control valve when the functions of the flow rate control valve are dropped, and complex control means (a step S5 or S9 and a step S12) for controlling the pressure control valve and the torque capacity controller on the basis of the judgement result of the behavior judging means.
