PROBLEM TO BE SOLVED: To provide an operation control system capable of minimizing operation by a crew and preventing an operation mistake or failure of recording. SOLUTION: In this operation control system recording operation control data including work/input contents data 42 and time 43, an on-vehicle device 1 is provided with GPS receivers 5 and 13 detecting positional data of a vehicle 2, a storage part 33 storing positional data 44 of work/input points 12a, 12b and etc, and work/input contents data 42, and a processing part 18 having a position deduction means 32 deducing work/input contents, which is inputted on condition that the vehicle 2 enters the predetermined area from the work/input points 12a, 12b and etc., on the basis of a positional relationship between the vehicle positional data 41a detected by the GPS receivers 5 and 13 and the work/input point positional data 44 stored in the storage part for encouraging the crew 6 to input the work/input contents.
