PROBLEM TO BE SOLVED: To provide a treatment method capable of simply and simultaneously removing nitrate nitrogen and phosphorus in wastewater, and a treatment apparatus therefor. SOLUTION: Water to be treated containing nitrate nitrogen and phosphorus is denitrified by a denitrifying agent mainly comprising sulfur having sulfur oxidizing bacteria supported thereon and calcium carbonate, and the denitrified water is dephosphorized using a dephosphorizing agent comprising a mixture composed of a base material comprising inorganic fibers containing an alkaline earth metal silicate such as rock wool or the like and a hydraulic material such as cement or the like or an alkali material. The treatment apparatus for removal of nitrate nitrogen and phosphorus-containing water is equipped with a denitrifying unit A filled with the denitrifying agent 4 having a supply port 1 for water to be treated and a dephosphorizing unit B, which is filled with the dephosphorizing agent 9, having a treated water discharge port 8 and constituted so that water to be treated flows through the respective units from below to above to overflow. Preferably, a height difference is provided between the denitrifying unit A and the dephosphorizing unit B so that the water level of the dephosphorizing unit B becomes low.
