PROBLEM TO BE SOLVED: To provide a new moving handrail used for a passenger conveyor such as an escalator and a moving sidewalk allowing easy installation of a decorative layer made transparent or colored with a desired color such as a customer designating color between core bodies at a sufficient adhesive strength and use of a recycle material inside, and its manufacturing method. SOLUTION: The moving handrail 1 for the passenger conveyor has a substantially C-shaped cross section, and comprises at least two layers formed of the core body 2 made of thermoplastic elastomer and the decorative layer 4 made of thermoplastic elastomer disposed outside the core body 2, a tensile body 3 made of metal or synthetic fiber disposed continuously in the longitudinal direction of the core body 2 in the thermoplastic elastomer of the core body 2, and a slider made of cloth or the like inside the core body 2. In the moving handrail 1 for the passenger conveyor, the thermoplastic elastomer of the core body 2 and that of the decorative layer 4 have the same hardness, and the thermoplastic elastomer of the decorative layer 4 is made transparent or colored with the desired color such as the customer designating color.
