PURPOSE: A data encoding apparatus and a method thereof are provided to encode content data stored in a local client of a user to prevent illegal usage and to decode the content data stored in the local client within a short time. CONSTITUTION: An encryption program includes a content encryption module(300) and a decoding key encryption module(302). The content encryption module encodes content data received from a server or other clients. When the content is multimedia content, the encoded data is decoded and regenerated. Thus, when it takes a long time for decoding, it affects the regeneration of contents.
