PROBLEM TO BE SOLVED: To provide an image forming apparatus and a processing cartridge which coordinate toner polarity in an electrifying section and recovers developer in a developing section even with an inexpensive structure, and output a satisfactory image free of a re-transfer ghost. SOLUTION: A developer carrier is capable of recovering residual developer from an image carrier 1 while a development operation is performed. The direction of the movement of the developer carrier is the reverse of the direction of the movement of the image carrier 1 in a development position. An electrifying means has an electrifying member 2 capable of contacting with the image carrier 1.
