PROBLEM TO BE SOLVED: To provide a method for manufacturing a V-ribbed belt which can efficiently perform preliminary processing of the V-ribbed belt, provides excellent accuracy of a shape and shortens the total number of processing hours for cutting, and an apparatus for preliminary processing of a vulcanized sleeve. SOLUTION: In the preliminary processing process, a disk-like rotating edge 50 on the outer periphery of which a number of scraping edges are formed is used, and this rotating edge 50 is rotated around an axial center along the axial direction of a rotating roll 1 to perform the preliminary processing. In addition, the apparatus A for the preliminary processing is provided with a cutter unit U consisting of a rotating edge means b by which the disk-like rotating edge 50 on the outer periphery of which a number of the scraping edges are formed is pressed on a rough skin layer on the outer surface of the vulcanized sleeve 108 and while this rotating edge 50 is rotated around the axial center along the axial direction of the rotating roll 1, it is slid transversely in the axial direction to cut the rough skin layer, and a cutting means 11 for separately dividing the vulcanized sleeve to make it into the vulcanized sleeves with a small width, and a cutter base 26 on which both the rotating edge means b and the cutting means c of the cutter unit U are commonly installed.
