PROBLEM TO BE SOLVED: To provide an equipment monitor and control device capable of communicating equipment information to an equipment management server in an optimum communication network environment.

SOLUTION: An equipment monitor and control device 3 is provided with a 2nd communication part 34 for performing synchronous communication of instantaneous value information and accumulated value information with the equipment management server, a counting part 35 for counting the number of failures in the synchronous communication of the instantaneous value information which is performed between the 2nd communication part 34 and the equipment management server, a synchronous timing calculation part 36 for acquiring the result information of synchronous communication which is performed by the 2nd communication part 34 and calculating the communication timing of the accumulated value information based on the result information, and a synchronous communication instruction part 37 for instructing the 2nd communication part 34 to perform the synchronous communication of the accumulated value information according to the newly calculated communication timing. The device is constituted so as to lead a time band of the best communication state on the basis of the number of failures in the past synchronous communication of the instantaneous value information. In the time band, the synchronous communication of the accumulated value information with the equipment management server is performed.
