PROBLEM TO BE SOLVED: To prevent an isolated singular point emerging at an image such as a telop character which flows on a screen, during in-field interpolation in an animation region when interlace image data are converted to progressive image data. SOLUTION: Whether there is a correlation between a pixel U2 right above an interpolated pixel C and a pixel D2 right under the interpolated pixel C as a pixel forming data by interpolation or not is detected, and a first condition is determined to be fulfilled when there is no correlation. Whether there is a correlation between pixel U0(D0) and U4(D4), located right and left distantly or not is detected, and a second condition is determined to be fulfilled when there is no correlation. Whether there is a correlation between contiguous pixels, such as pixels U0 and U1, and pixels D0 and D1, located contiguously in a right and left direction or not is detected, and a third condition is determined to be fulfilled when there is no correlation.
