PROBLEM TO BE SOLVED: To provide a developing roll whose durability is high, whose toner electrification property is excellent and by which an excellent image is obtained. SOLUTION: The developing roll is provided with a shaft body 11, a base rubber layer 12 formed on the outer periphery of the shaft body and a surface layer 13 formed directly or through another layer on the outer periphery of the base rubber layer 12. The surface layer 13 is formed of at least either (A): silicone resin partially modified with acrylic resin or (B): silicone resin partially modified with polyester resin.
