<p><P>PROBLEM TO BE SOLVED: To surely detect abnormality even when sampling data are converted into frequency area data. <P>SOLUTION: A sampling data generating part 402 A/D converts an inputted voice signal, and generates M pieces of sampling data, and a storage control part 403 makes a digital waveform data storing part store the generated sampling data. A sampling data acquiring part 405 acquires N pieces of sampling data including the previous M pieces of sampling data from the stored sampling data, and a frequency converting part 406 converts the acquired N pieces of sampling data into frequency area data. A featured value calculating part 407 calculates featured values based on the converted frequency area data, and a recognition processing part 408 detects abnormality based on the calculated featured values.
