PROBLEM TO BE SOLVED: To make it unnecessary to reconstruct a ladder in changing equipment to be controlled or its operation, and to change the operation only by changing set data, and to easily and quickly deal with the change of the equipment and operation. SOLUTION: An operation variable ladder program 11 in which a plurality of unit ladders 28 are enumerated is provided. Each unit ladder 28 performs predetermined actuator driving output when operation selection commands 27 are compared with individual identification values and are found coincident with the individual identification values. This system is provided with: a control data input processing means 13 for performing input processing to set the plurality of operation selection commands 27 along with the order of outputs in a control data storing means 12; and a ladder executing means 14 for executing the ladder program 11 by reading the individual operation selection commands 27 set in the control data storing means 12 in the set order of output.
