PURPOSE: A method for coding an image signal by controlling a rate is provided to stably reduce deviation in the amount of data transmission among frames by distributing data according to an I frame signal to the next sequence of multiple P frames, coding and transmitting it. CONSTITUTION: An image signal transmitter determines whether an I frame signal is inputted and transmitted(S10). If the I frame signal is to be inputted and transmitted, the image signal transmitter converts an I frame image signal into a frequency signal and divides it into multiple frequency bands by bandwidths(S20). The image signal transmitter codes a frequency signal of the lowest band and transmits it(S30), and also codes a signal of the frequency band of the next sequence and transmits it(S40). The image signal transmitter determines whether every divided frequency band signal of the I frame has been coded and transmitted(S50). If every divided frequency band signal has been coded and transmitted, the image signal transmitter codes and transmits image signals of the remaining frames in sequence(S60).
