<P>PROBLEM TO BE SOLVED: To perform a wireless transmission characteristic test with a constant transmission power even without mounting a function necessary just for the wireless transmission characteristic test in mobile terminal equipment. <P>SOLUTION: A testing device 100 decides test items and when performing the wireless transmission characteristic test, a layer-3 signal is transmitted between the device and mobile terminal equipment 150 to realize wireless connection by a CDMA wireless interface, thereby transmitting a signal to be measured.
