PROBLEM TO BE SOLVED: To increase the content of a specific carbon nano material by controlling not only current, voltage or a shield gas, but arc plasma itself by magnetism to continuously manufacture a high quality carbon nanotube, a carbon nano horn or the carbon nano material. SOLUTION: The arc plasma is controlled with the polarity of the magnet, the direction of the line of magnetic force or the magnetic field intensity by arranging a magnet on the outer peripheral part of a carbon-based material electrode, a heat exchanger is provided in a passage of a replacement shield gas containing the objective nano material to enable rapid cooling and a control function to constantly fix the discharge distance of the carbon-based material while monitoring the voltage of a constant current power source and a cooling mechanism for a manufacturing apparatus are provided to continuously manufacture the carbon nano material.
